However, his rash decision-making only leads to the suffering of his friend, Tony Stark, who he had been at odds with over the Sokovia Accords and signing over his right to choose. Steve is emotionally compromised for the film's entirety and is willing to break the law to help his friend. The last time this happened, Crossbones nearly blew them both up with explosives that ultimately led to Wanda Maximoff unintentionally killing dozens of people. Meanwhile, Steve has since been plagued with the thought of being unable to find his friend, and it clouds his judgment. When fans pick up the story in Captain America: Civil War, Bucky is framed for a terrorist attack. The Winter Soldier ends with Bucky free but on the run. However, The Winter Soldier perfectly set up why Steve makes such an uncharacteristic decision in Civil War. Ultimately it worked, but it couldn't undo the years of damage that was inflicted upon him. In Captain America: The Winter Soldier, Steve spends most of the film trying to save his friend from Hydra's mind control.
